Positioned off the Warrego Highway, 8 kilometres from Toowoomba’s Central Business District is the suburb of Cotswold Hills. Cotswold Hills is constrained by the locality of Gowrie Junction, Boundary Street, the western railway line, Goombungee Road, Willims Road and the neighbourhood of Birnam in the north, the Lockyer Valley Regional Council area, Blue Mountain Heights, Hermitage Road and Mort Street in the east, Greenwattle Street, Hogg Street, Barlow Street, a nonstop line running off Barlow Street, Boundary Street and the Warrego Highway in the south, and the suburbs of Gowrie Junction, Charlton and Gowrie Junction Road, plus a continuous line running off Ganzers Road to the west.  

Settlement of the area took place dating back from the mid 1880s and dates from the mid 1800s, although population was negligible until the 1870s. During the late 1800s, some development was apparent. Noteworthy development did not occur until the 1990s. Rapid growth came in from the early 1990s, and in 1991 and 2011, the population doubled, a result of huge numbers of new houses being added to the region, chiefly in Cotswold Hills.
